VDC Secretary presence in Nepal Note on 2006, 2008 and 2009 surveys
VDC Secretaries are government civil servants and serve as the local interface and primary contact between the state and the citizens of Nepal. Their responsibilities include: administration of the VDC allocated budget for basic services and development projects; registration of births,deaths and marriages; management of voter lists; and tax collection. Since 2002 they have also been required to recommend individuals for citizenship certification and property transfers and have been standing in for the chairmen of the Village Council, which remain vacant pending new local elections. A reduction in the presence or absence of VDC Secretaries is likely to have consequences on the delivery of state services and the citizens’ perceptions of the state.
