Insecure land tenure in Nawalparasi and Rupandehi Issue No. 28

Unequal land distribution is an important factor obstructing poverty alleviation and agricultural development in Nepal. Skewed land distribution was recognized in Nepal’s Comprehensive Peace Agreement (CPA) as one of the root-cause to the conflict. Nepal’s development partners similarly note the
importance of the issue: “Landlessness and land tenure insecurity in Nepal are the major causes of rural poverty, social injustice and conflict” Nepal has an established tradition of written land titles. Since 1806 the absence of written proof documenting land ownership is a basis for confiscation. Yet, it is common to find customary, informal and religious forms of tenure and a third of those who cultivate land have no firm legal title. These households are at risk of becoming landless, as they can at any time be asked to leave by the registered owner.
