The drafters of Nepal’s new constitution have to address the aspirations of its many ethnic, religious, and linguistic groups. Despite the eleven thematic committees having submitted their drafts, the Constitutional Committee has not yet presented a draft constitution. Nor have the political parties been able to reach consensus on issues such as governance, the electoral system and state restructuring, which continue to hold up the constitution drafting process. In addition, different groups have been vocal about their concerns not being addressed in the future constitution, putting pressure on the drafters as well as political parties. These factors all add to the challenges faced by the Constituent Assembly(CA) to complete and promulgate the constitution in a manner which addresses public concerns. The UN Field Coordination Office covering the Far West conducted a series of interviews and discussions with 20 civil servants, 22 members of Civil Society Organizations(CSOs), 17 students and 20 members of the general public in Dhangadi and Dadeldhura to get a snapshot view of attitudes towards the constitution drafting process.
