The signatories to Comprehensive Peace Agreement(CPA) committed to guaranteeing the right to relief of conflict victims. The recent UN Peace and Development Strategy also identified interim support to those affected by the conflict as a short term priority. Similarly, the UN Peace-building Strategy for Nepal advocates for ensuring that all conflict victims can access their entitlements. One of the responsibilities of the Ministry of Peace and Reconstruction (MoPR) (established in 2007) is to address the issue of relief and rehabilitation of those affected by conflict. The Ministry formulated policies which established application procedures and processes on how to disburse relief, and also established Local Peace Committees(LPCs) to assist district government authorities to facilitate the process. However, it has been noted that large numbers of those affected have not received relief. This field bulletin gives a snap-shot of the situation related to interim relief in Kailali and Dadeldhura districts in the Far West.
