The Status of Land Seizures in Kailali District - Issue No.20

In Kailali more than two thousand bighas of land was seized by the Maoists and their supporters during the conflict. Five years after the signing of the CPA, much of it is yet to be returned to the rightful owners. Land seizures in Kailali were mainly concentrated in the district’s 35 Tarai VDCs. One human rights activist noted that while Maoists were active in land seizure during, and to some extent after the conflict, others, mainly landless people and victims of floods also captured land during this period. A Land Rights Forum member interviewed explained that land seized by the Maoists during conflict was generally distributed to landless and squatter families and in some cases to conflict victims linked to the Maoists. In some cases, land was provided with conditions attached, such as a requirement to pay a levy to the party or to cultivate the land on a crop sharing basis. Those whose land was seized were generally political party representatives, government officials and business people owning more land than the average villagers.
