Adopt national laws and regulations for strict compliance with the provisions of Article 12 of the UN Convention 1988 and related CND and ECOSOC decisions.
STATUS: Precursor control legislation drafted in cooperation with the UNODC
regional precursor control project is to be placed before the parliament. An
executive order has been issued to impose some controls in the interim. Further support is necessary to formulate regulations under this law. Establish a system of control or licensing of the enterprises and persons engaged in manufacture and distribution of Table I and II substances.
STATUS:Such controls will be established as soon as precursor control law is
passed. Establish a system for monitoring the international trade in precursors.STATUS: Imports and exports are regulated through a system of licensing.Designate competent national authorities responsible for implementing precursor control.STATUS: Competent National Authorities designated.Review regularly and strengthen existing precursor control taking into consideration the recommendations of INCB as contained in the annual reports.STATUS: Law has yet to be passed.Adopt measures for punishing diversion of precursors as a criminal offence.STATUS: Law has yet to be passed.Exchange experience on procedures for adoption of legislation and application of measures for combating and punishing illicit traffic in and diversion of precursors.STATUS: Yet to adopt legislation.Use controlled delivery measures wherever appropriate.STATUS: No such necessity has been found in any case till date.Submit timely reports to the INCB on the legislative measures adopted to control the import, export and transit of precursors, including procedure for authorization of imports/exports.
