Land ownership in Nepal has always been unequal, like most of South Asia where feudal systems prevail. Such unequal ownership meant few households owned large tracts of land, which they leased out among poorer households for cultivation, while the majority remained as tenants with little or no land of their own. As a result, calls for land reform increased as the country slowly moved from the feudal Rana regime. The most important and progressive land reform was enacted in 1964. It abolished intermediaries collecting taxes, imposed land ceilings and contained provisions for redistribution of surplus land above the ceilings to needy farmers and institutions, rent control and other measures to improve the security of tenants, farming practices and compulsory savings and credit by farmers. The 5th amendment that came into force in 2001, reduced the ceiling for land holdings, protected tenancy rights and fixed rents to landowner at 50% of principal crops. The primary objective of this reform was to redistribute land to landless and small holders. However, due to ineffective administration, big landholders had enough time to transfer land parcels to their kith and kin. As a result, the government acquired only 31,848 out of 1.66 million hectares of agricultural land(less than 2%) and distributed only 29,123 hectares among the landless population.
