Nepal is about to enter another crucial week of political discussion and decision-making. I would like to open our interaction by suggesting three areas of action which UNMIN considers are necessary to sustain the peace process. UNMIN is here to support Nepal’s peace process, at the request of the parties to the peace process and in the ways that they identify as useful. There has been a lot of reporting on UNMIN and its future mandate in recent weeks, much of it unfortunately containing false information and distortion even after we have corrected matters on the record. The parties asked the United Nations to support the peace process by providing assistance – and I stress the word “assistance” - in creating the conditions necessary for a free and fair Constituent Assembly election: this is the basis for our arms monitoring, our electoral assistance and our ceasefire monitoring work. The Constituent Assembly election remains an integral element of the peace process, and the United Nations and the wider international community has signaled its continued commitment to supporting this process. UNMIN’s presence at the request of the parties to the peace process does not represent external intervention or any sacrifice of national sovereignty. As a proud member of the United Nations, Nepal continues to support peace processes throughout the world, as it has for over 50 years. It is entitled to the support it requires from the United Nations in its own peace process. Of course, the Secretary-General and Member States which have made a major investment by mandating UNMIN out of their concern to see sustained peace in Nepal want to make sure that UNMIN is as effective as possible in supporting the peace process. This is why I have been frank in my meetings and in my public statements, when I say that I believe that UNMIN is able to offer further support to some key aspects of the peace process without in any way compromising the Nepali ownership of the process.
