नागरिक सचेतना र सहभागिता अभियान २०६६

संविधानसभामा संविधान निर्माण गर्ने प्रक्रिया अगाडि बढिरहेको छ । यसका विभिन्न बिषयगत समितिहरूल आफ्नो तोकिएको कार्यक्षेत्र अन्र्तगतका अवधारणापत्र तथा प्रारम्भिक मस्यौदा सम्बन्धी प्रतिवेदन तयार गरिसकेका छन् । संविधान निर्माणका कतिपय महत्वपूर्ण सवालहरू÷बिषयहरू सहमति हुन सकेका छैनन् । यस्ता बिषयहरूले संविधानसभामा पनि सहजै सहमति प्राप्त गर्न सक्छन् भन्ने कुरा सन्देहका गर्भभित्र नै छ । अर्को तिर संविधान निर्माण गरी यसलाई जारी गर्ने दिन नजीक हुदै गइरहेको छ । सर्वसाधारण नागरिक तोकिएको समयभित्र संविधान निर्माण भइसक्ने विस्वस्त हुने आधार कम हुदै गइरहेको प्रतित हुन्छ । यसै सन्र्दभमा अहिले नागरिकस्तरवाट राजनीतिक दल र संविधानसभालाइ समयमै संविधान निर्माणका निम्ति दवाव सिर्जना गनुपर्ने खाँचो छ ।
बिषयगत समितिहरूका अवधारणापत्र र प्रारम्भिक मस्यौदाहरूबारे पुनरावलोकन गरी यसबार नागरिकका तर्पmबाट आ–आफ्ना सुझावहरू दिनुलाई पनि एक किसिमले समयमै संविधान निर्माणका सन्दर्भमा दवावकै रुपमा लिन सकिन्छ । बिषयगत समितिहरूका अवधारणापत्रका आधारमा संविधानका तयार गरिएको मस्यौदा संविधानसभामा छलफल हुन्छ र पहिलो मस्यौदामाथि नागरिक सुझावका लागि आव्हानपछि यसमाथि व्यापक छलफल गर्ने र आफ्ना सुझावहरू दिने अवसर त छँदछ । यो अवसर भन नागरिकहरूका लागि अन्तिम नै हुन्छ ।
सहभागितामूलक संविधान निर्माणका सन्र्दभमा नेपालमा सहभागितामूलक संविधान निर्माणका लागि सहयोग परियोजना (एसपिसिबिएन) यूएनडिपी परियोजना अन्र्तगत पहिलोचरणमा १७ वटा गैर सरकारी संघसंस्थाहरूले लोकतान्त्रिक संवाद सञ्चालन गरी सुझाव संकलन गरी संविधानसभामा बुझाउने काम सम्पन्न गरेका थिए । हाल दोसो चरणमा १८ वटा संघसंस्थाहरूले देशभरिका सबै गाविस तथा नगरपालिकहरूमा नागरिकहरूसँग विभिन्न बिषयगत समितिहरूका अवधारणापत्र र प्रारम्भिक मस्यौदाहरूमा प्रस्तावित मुख्य व्यवस्थावारे छलफल संवाद गरी सुझाव संकलन गर्ने कार्य गरिरहेका छन् । सम्वादमार्फत नयाँ संविधानमा जनताको लेखत्व, अपनत्व र स्वामित्व सुनिश्चित हुनपर्दछ र यसका लागि लोकतान्त्रिक सम्बादद्वारा नागरिकहरूको सहभागिता र उनीहरूको सुझावले महत्वपुर्ण टेवा मिल्नसक्छ । यसै सन्दर्भमा परियोजनाका तर्फ​बाट आम नेपाली नागरिकलाई संविधान निर्माण प्रक्रियामा सहभागीताका लागि उत्प्ररित गर्न तथा उनीहरूको क्षमता अभिबृद्धि गर्ने उद्धेश्यल नेपालभरीका सबै गाविसहरूलाई समेटी संविधानका लागि प्रस्तावित व्यवस्थाहरूबारे नागरिक सचेतना तथा लोकतान्त्रिक सम्बाद कार्यक्रम सञ्चालन गरिरहेको छ । नयाँ बन्ने संविधानमा आ–आफ्ना सुझाव प्रतिक्रिया दिई लोकतान्त्रिक संविधान निर्माणमा सक्रिय भूमिका निर्वाह गर्नु हरेक नागरिकका दायित्व हो ।
