Municipalities have been established as autonomous local governments. Since the promulgation of the Local Self-Governance Act 1999, the role of municipalities have been expanded and clarified. As a political body, municipalities comprise of a council of elected members including the mayor, deputy mayor, ward chairperson, women representatives and members of ward committees. Depending upon the situation, representation from different sections of society can be included by nominating 6 to 20 additional persons. However, 40% of nominated members should be women. The tenure of all members, including mayor and deputy mayor, is five years. The Executive Officer deputed from the Ministry of Local Development is responsible for day-to-day municipal administration. The Local Self- Governance Act has made the municipalities responsible for providing over 80 different types of urban services and functions.
