Providing PPP policy guidance to the 5 selected municipalities is one of the core activities of PPPUE. The crux of the matter is that bottlenecks and impediments to the development of PPPs must be continuously identified and remove by actively and persistently reviewing existing policies and legislation related to PPPs. Focus must also be upon identifying policy and legal inconsistencies and/or omissions that presently serve to prejudice against PPP formations in Nepal. The next step has been to agree upon broad guidelines in the form of a handbook containing existing policies and legislation for PPPs at the national and local levels and disseminate this to all stakeholders after consensus has been reached and endorsement has been extended by all parties an the same. Finally, PPPUE has sought to gather recommendations for new policies and legislation governing PPP project in order to improve and enhance the current legal and regulatory regime of this area.
