Decentralized Local Governance Support Programme aims at strengthening the capacity of local bodies for local self-governance with special focus on empowering Dailt and disadvantaged groups including women. His Majesty’s Government of Nepal (HMG/N) is committed to establish a decentralized governance system in the country. Article 25 (4) of the Constitution of the Kingdom of Nepal 1990 states:“It shall be the chief responsibility of the state to maintain conditions suitable to the enjoyment of the fruits of democracy through wider participation of people in the governance of the country and by way of decentralization. The main goals of tenth Plan/Poverty Reduction Strategy Paper (PRSP) is to reduce poverty from 38% to 30% of the population by 2007 with emphasis on decentralization and social mobilization.
