Minority rights are the normal individual rights as applied to members of racial, ethnic, class, religious, linguistic or gender and sexual minorities; and also the collective rights accorded to minority groups. Individual rights belong to you simply because you are a human being. For example, every human being has the right not to be made a slave, not to be tortured, to own property, to marry and have a family and to have an education. It is not necessary to be part of any particular group to have these rights. Individual rights are identified in the Universal Declaration of Human Rights. After many terrible tragedies experienced all over the world in World War II, including in Asia, this very important declaration was adopted by the United Nations in 1948 as one of its very first acts.
The Constituent Assembly is mandated to draft a constitution that will create a
secular, democratic, federal Nepal committed to social inclusion.This will create an opportunity for the CA to go beyond words and establish institutions and mechanisms that will ensure that all of Nepal’s religious,linguistic communities, caste groups and women are treated equally, have equal recognition and access Minority Rights Under the New Constitution to opportunities in Nepal. Several measures can be taken to ensure equal protection under the constitution:
