The UNDP/SPCBN/CCD Federalism Dialogue on the proposed Jadan province was held in Simikot, Humla from November 12th to14th. 2010. This was the thirteenth in the Federalism Dialogue series to discuss the report of the CA CSRDSP. The proposed Jadan province includes 39 Village Development Committees (VDCs) of three districts: Humla (22 VDCs), Dolpa (11 VDCs) and Mugu (6 VDCs). The official demography of the province shows 38% Chhetris, 3% Hill Brahmins, 19% Sherpa, 14% Thakuri, 10% Gurung, 5% Kami, 3% Tamang, 2% Unidentified Dalits, 2% Magars, 1% Bhote and 3% others. The objective of the workshop was to sensitize the participants to the concept of federalism and federal structure, its advantages as well as challenges in relation to the general context of Nepal and to explore the existing facts on opportunities and challenges for the implementation of a federal structure. The program aimed to provide social and political activists with general insights into various dimensions of federalism from the experts, and to promote discussion on the local context, enabling people to make recommendations to the Constituent Assembly to address their needs. The program was designed to take forward the momentum of dialogues on federalism in relation to the general context of Nepal as well as particular local contexts. A total of 44 people participated from the three districts of the proposed Jadan
Pradesh: Humla, Mugu and Dolpa. The participants represented two major social groups, the Buddhist Bhote-Lama and Hindu Khas (Brahmin, Chhetri, Thakuri and
Dalit), as well as three major political parties (NC, UML and UCPN-Maoist), small political parties (RPP), and independent civil society and professionals. The Dialogue included discussions on the major issues of a federal design in Nepal, i.e. the concept, provinces, division of power, national unity, minority
rights and natural resources, particularly in the context of the proposed Jadan Pradesh.
