Newa province includes 116 Village Development Committees (VDCs) including 7 Municipalities of 5 districts: Bhaktapur (18 VDCs), Kathmandu (59 VDCs), Kavrepalanchowk (12 VDCs), Lalitpur (25 VDCs) and Makwanpur (2 VDCs). The province is dominated by the Newar population, which makes up 36% of the total. In addition, 19% Chhetri, 17% Hill Brahmin, 8% Tamang, 3% Magar, 2% Gurung, 2% Sherpa, 2% Rai, 1% Sanyasi, 1% Thakuri and 9% of other ethnic communities complete the demography of the region. The 12th UNDP/SPCBN/CCD Federalism Dialogue was held in Dhulikhel, Kavre, from 17 August to 19 August 2010. The Dialogue included the participation of 70 people from different political parties, social groups (caste/ethnicity), ethnic organizations, like the Newa Dey Deboo (NDD), and civil society. Participants identified a number of reasons why people are not aware of the details of Nepal’s future federal design, i.e. the CA did not disseminate the CSRDSP report; the present mindset is that the CA might not be able to finalize a new constitution; and the major political parties, their leadership and the CA members are facing difficulties due to internal divisions in each major party on several issues related to federalism and, consequently, are not seriously entertaining federalism as an issue in their intra-party training programs.
