The 11th Federalism Dialogue was held in proposed province Tamsaling from August 11 to 13,2010 at Hetauda municipality,an industrial estate. The province includes 317 Village Development Committees (VDCs) and 2 Municipalities from the following ten districts:Kavre,Sindhupalchok,Lalitpur,Makwanpur,Sindhuli,Ramechhap,Dolakha, Raswa,Nuwakot and Dhanding.With 44% of the population,Tamangs are the largest community in the province.The 67 Participants in the Federalism Dialogue represented a cross- section of the provincial population, including leaders of the district level political parties, and ethnic and civil society organizations.
Many commonalities with other Federalism Dialogues were observed. As in other dialogues, participants had very little information about the contents of the CA CSRDSP’s preliminary drafts. Their understanding basically depended on what has been reported by select advocacy groups, their political parties and the media. In this sense, the Federalism Dialogue provided the participants their first content-based and informed debate on the matter. All participants were keen to learn about different aspects of the proposed federalization of the Nepali polity, including the experiences of other countries. As in previous dialogues, the non-ethnic participants in particular wanted to know whether federalism would weaken the unity of Nepal as a nation.
