The proposed Sherpa province includes 36 Village Development Committees (VDCs) of 5 districts: Solukhumbu (15 VDCs), Dolakha (9 VDCs), Okhaldhunga (6 VDCs), Sankhuwasabha (1 VDC) and Sindhupalchowk (5 VDCs). The province is dominated by the Sherpa population, which makes up 36% of the total. In addition, 16% Tamang, 12% Chhetri, 6% Magar, 6% Newar, 6% Rai, 5% Kami, 4% Thami, 2% Hill Brahmin, 2% Gurung, and 5% of other ethnic communities complete the provincial demography.
The 14th Federalism Dialogue – the last event of the first round of dialogues planned by CCD in order to organize public debates in each of the proposed 14 provinces – was held from 23 to 25 December 2010 in Salleri of Solukhumbu district, capital of the proposed Sherpa province. A total of 38 persons, including 7 women, from 4 out of the 5 districts of Sherpa province (Solukhumbu, Okhaldhunga, Sankhuwasabha, Dolakha and Sindhupalchok), and representing the three major political parties (UCPN-Maoist, Nepali Congress, UML) and civil society, participated in the Dialogue. The discussion covered a wide range of issues of federalism, including the concept and experiences with federalism in different countries, factors leading to the transformation of Nepal from a unitary to a federal state, division of power between the center and the provinces, fiscal federalism, minority rights, and also the actual constitution of Sherpa province as proposed by the Constituent Assembly Committee on State Restructuring and the Distribution of State Power.
