The 6th of the SPCBN/CCD Federalism Dialogues was held from 18-20 May 2010 in Bharatpur (Chitwan), the proposed capital city of Narayani province. The proposed province comprises the adjoining VDCs and Municipalities of eleven districts: Chitwan, Dhading, Gorkha, Kaski, Lamjung, Makwanpur, Nawalparasi, Nuwakot, Parbat, Syangja and Tanahu. The Chhetri and Brahmin communities are the largest population groups in this proposed province. More than 50 participants attended the Dialogue, including all the province’s major population groups. Some of the participants were formerly elected DDC representatives and the Dialogue was significantly enriched by their experience.
However, there were no participants from smaller indigenous communities, e.g. the Chepang, Dura, Darai and Kumal who also live in this province. In future Dialogues participants from such historically marginalized communities should be specifically invited.
