RUPP is urban based local development Programme implement in twelve municipalities and thirty-one rural market centers. Its goal is to improve the livelihoods of poor and disadvantaged people by creating enabling environment to take advantage of the opportunities through strengthened rural-urban linkages. Five years down the line, RUPP has proved an effective tool for poverty alleviation. It is now a tested model ready for replication in other municipalities. RUPP has proved that community mobilization can be equally effective tool in urban development process. RUPP initiated community participation desegregating the conventional ward further into Tole/Lane Organization (TLOs). The municipalities use TLO as a grassroots institution for formulating its annual plans and budget. The institutionalization of TLOs have helped develop accountability and transparency for good governance.
