Five years down the line, RUPP has proved an effective tool for poverty alleviation. It is now a tested model ready for replication in other municipalities. RUPP has proved that community mobilization can be equally effective tool in urban development process. RUPP initiated community participation desegregating the conventional ward further into Tole/Lane Organization (TLOs). The municipalities use TLO as a grassroots institution for formulating its annual plans and budget. The institutionalization of TLOs have helped develop accountability and transparency for good governance.
