The Government of Nepal together with UNHCR has over the last 20 years supported some
108,000 refugees from Bhutan. Throughout this protracted refugee situation, from the time the refugees arrived in Nepal in the 1990’s to the time of resettlement, the international donor community has generously funded assistance programmes. With the start of the third country resettlement programme in 2007, refugees from Bhutan are planning for a new chapter in the lives of their families, in a new country where they can avail themselves of the protection that citizenship accords. The number of refugees in the camps has considerably reduced from 108,000 to 34,000 as of August 2013. The ongoing resettlement programme is one of the largest UNHCR resettlement programmes worldwide. The Nepal operation is also noted to be a successful UNHCR operation in terms of providing protection and care and maintenance. With this publication, we wish to share the best practices as we have developed them over the last 20 years of this operation for the refugees from Bhutan. The publication offers descriptions of the various phases of the operation, photographic documentation and testimonies from refugees.
