Following years of negotiations, Nepal was offered WTO Membership in September 2003 during the fourth WTO Ministerial at Cancun, Mexico. Nepal became 147th Member of the WTO on 23 April 2004 after ratifying the Membership. The WTO Agreements cover a wide range of areas in the sphere of economic policy and a host of topics, ranging from trade in goods and in services to intellectual property rights. The Membership is viewed as a source of opportunities and challenges. All WTO agreements, decisions and understandings will have some impact on the agricultural sector. These include the Agreements on: Agriculture (AoA); the Application of Sanitary and Phytosanitary Measures (SPS); Technical Barriers to Trade (TBT); and Trade-Related Intellectual Property Rights (TRIPS). Other important Agreements include those on trade remedy measures. The first important step in this process was building human resource capability on WTO matters within the MoAC. This volume reports the analyses of 17 background studies. All of the 17 background studies prepared under the auspices of the project are presented as the chapters here. They may be grouped into two categories:
(1) topics related to one or more of the WTO agreement that have direct bearing on agriculture abd
(2) broader topics related to trade policy.
