Young people and adolescents benefit from participation in institutions and groups in making successful transitions to adulthood. In the ADAP study districts, the participation rates are disproportionately low relative to the level of access perceived by adolescents. This shows that there is a mismatch between access and use. When available, adolescents participate enthusiastically. Programmatic and policy responses should facilitate civic engagement and participation by young people not only by helping form institutions, clubs and groups, but by making participation much more accessible by facilitating membership.
