Policy makers in Nepal have long been aware of the need to address problems relating to employment, but it cannot be said that employment generation was ever viewed as a central objective of economic policies. The very fact that the Information base on employment still remains so weak is perhaps the best indicator of this. The Fourth Plan (1970-75) for the first time paid some attention to the emerging employment problem. From the Fifth Plan (1975-80) onwards, attempts were made to define policies for employment promotion and poverty alleviation. Some efforts were also made to generate information; a survey of employment, income distribution and consumption patterns was
conducted by the National Planning Commission in 1977 and another survey was conducted by the Nepal Rashtra Bank In 1984-85.
