The Nepalese economy is characterized by a dominant agricultural sector. Bulk of the country's labour still remains in agriculture while even the very small proportion in industry consists substantially of cottage and small industries. Modest GDP growth coupled with high growth rate of population has meant only a marginal rise in per capita incomes in the last few decades. A large segment of the population lives below poverty line and the employment problem manifest itself mainly in low productivity and underemployment besides upon unemployment including that of the educated manpower. Bulk of the female population are among the deprived groups.
