The primary objective of the Special Public Works Programme is to provide jobs and consequently income to poor rural communities through the local construction of public works such as irrigation schemes and roads. A key characteristic of the programme is its emphasis on promoting labour intensive techniques and technologies in the construction process. The programme, managed by ILO Headquarters in Geneva, is currently operating at varying levels in over 20 countries. While a multisectoral approach has been applied in some countries, activities in Nepal serves as a conduct for technical assistance funding from the United Nations Development Programme (UNDP) and for supplies and logistics, including labour costs and materials, provided by a variety of bilateral donors.
