Research done both within and outside the ARTEP shows that while agriculture (and particularly, crop production) has the potential to absorb considerably more labour than it does at present in many developing countries of Asia, structural and institutional constraints (which are difficult to overcome) hinder the realisation of this potential. It is a recognition of these limitations of the agricultural sector that has led to the recent surge of interest in rural non-farm activities (particularly industries) as important sources of employment in densely populated land-scarce economies of Asia.
