The present study is an attempt to examine the special nature of the problems of employment and development in a country which belongs to the group of so-called Least Developed Countries. In common with other countries in this group, Nepal has an extremely low level of per capita income and faces exceptional obstacles to development. The growth performance of the Least Developed Countries has generally been dismal over the last two Development Decades and in many of them per capita food production (and availability), an important index of welfare in such overwhelmingly agrarian and poor societies, has declined. There is thus increasing concern over the problem of poverty and the prospects for its alleviation in these countries. While external assistance has a role to play in stimulating development, it is clear that the major thrust has to come from domestic efforts. In this context, policies for productive employment generation have a critical role to play. Such policies will not only mobilise the chronically underutilised labour resources for increased production but will also serve as a key instrument for alleviating poverty. It is against this background that the present study seeks to understand the basic constraints on employment policy in Nepal and the inter-relationships between employment, poverty and development as well as to highlight some important policy issues that have to be resolved.
