The National Center for AIDS and STI Control feels proud to bring out the “National Operational Plan for HIV/AIDS Control” for a period of five years (2003-2007). This period coincides with the Tenth Five Year Plan of Nepal. The Tenth Five Year Plan describes HIV/AIDS as a cross cutting issue and so, has put it into a priority list to be addressed seriously. Nepal has expressed commitments in various international forums including the Millennium Development Goals,UNGASS (HIV/AIDS), UNGASS (Children) and in the SAARC Regional Forum. In this context also, it is timely to bring out this Operational Plan.
The Operational Plan follows the National Strategy for HIV/AIDS Control (2002- 2006) in Nepal. The only difference is in its time period. To coincide with the Tenth Five Year Plan, it has been extended to 2007.
