The 'HIV/AIDS at the workplace' programme was implemented in six selected companies in the Kathmandu valley from December 2002 - November 2003 by FNCCI with support from UNTG on HIV/AIDS in Nepal. An internal evaluation of the workplace programme was carried out to document and reflect over the best practices of the programme and make recommendations for a possible design of a second phase of the programme. As the objective also was to assess the acceptance of the programme by the management and the employees and identify areas for improvement and review in the implementing strategies, a series of in-depth discussions, interactions and interviews with the management, peer educators and workers were carried out by an evaluation team represented by UNAIDS, ILO, FNCCI-SSC and assisted by a resource person from the Asian Business Coalition on AIDS (ABConAIDS).One of the most significant findings of the evaluation was the expression of interest and support from the senior management of the majority of the companies towards the programme. Furthermore, they expressed willingness to continue the HIV/AIDS in the workplace initiative in the future. In general the PEs' found the HIV/AIDS training useful and interesting and expressed their commitment towards ensuring easy accessibility and availability of information about HIV/AIDS and condoms in the workplace for their peers. However, a concern was raised regarding the quality of peer education, as it turned out that unlike the peer approach, the PEs were practicing formal orientation session to their peers in a group of 15-20 people.
The HIV/AIDS workplace programme was in general positively perceived and has to a large extent succeeded in creating an enabling and supportive environment for the private sector to respond to the HIV/AIDS epidemic. The general recommendation of the evaluation team was that the programme should be continued as interest has been generated among the companies to initiate HIV/AIDS programmes particularly in order to ensure sustainability and an effective workplace programme. Each of the companies should also develop an HIV/AIDS workplace policy and start investing in the programme. As ILO in April will be initiating a 3-year programme titled "ILO/USDOL International HIV/AIDS Workplace Education Programme" the evaluation team recommended that FNCCI’s workplace programme should continue with a bridging phase in order to sustain the momentum created in the private sector.
