The new National Strategy on HIV/AIDS (2002-2006) describes a new vision of management and implementation modalities for an expanded response. It acknowledges the need for a “programme” approach (versus project approach), multisectoral involvement and public-private partnership. The translation from “vision” to “reality” implies substantial modifications of the existing system to allow for maximum transparency, efficiency, effectiveness and accountability, without creating new committees, task forces and inefficient governance bodies. The main challenge in designing new management and implementation mechanisms for an
expanded response to HIV/AIDS in Nepal is the formalization and future functionality of a public private partnership at all levels. It will need re-profiling of existing structures (i.e. NCASC, NACC,NAC) and a careful balance of authority to future execution (management) entities. The financial flow mechanisms need to be designed in a way that transparency and accountability are guaranteed, but at the same time flexibility is provided to manage an expanded response at scale. Finally, decision making processes have to be clearly defined and accountability hierarchies designed and formalized.
