छाया शिक्षा प्रणालीको सामना कस्ता निजी ट्युसन, कस्ता सरकारी नीति ?

मूलधारका यी शिक्षा प्रणालीकै समानान्तर रूपमा र त्यत्तिकै व्यापकताका साथ अर्को एउटा प्रणाली पनि विश्वव्यापी रूपमा अस्तित्वमा रहेको छ जसलाई पूरक शिक्षण प्रणालीका रूपमा चिनिन्छ र यसको सञ्चालन निजी क्षेत्रबाट भइरहेको छ । यस पुस्तकमा यस प्रणालीलाई छाया शिक्षा प्रणलीको नाम दिइएको छ । यसको सामाजिक आर्थिक प्रभाव ठूलो भए पनि योजनाकार तथा नीति निर्माताको ध्यान यसतर्फ कमै मात्र गएको देख्न सकिन्छ । अतः छाया शिक्षा प्रणालीप्रति नीति निर्माता तथा योजनाकारहरूको ध्यान पढ्नु पर्दछ भन्ने यस पुस्तकको आग्रह रहेको छ । संसारका केही भागहरूमा, खास गरी जापान तथा पुर्वि एसियाका केही भागमा विगत लामो समयदेेखि छाया शिक्षाको अस्तित्व प्रबल रूपमा रहदै आएको छ । आजभोलि केही परिमार्जित स्वरूप र प्रभावका साथ यो प्रणाली अन्यत्र पनि अगाडि आइरहेको छ र यसको विस्तार अत्यन्त द्रुत गतिमा भइरहेको छ । छाया शिक्षाका सेवाहरू अब केबल अनौपचारिक क्रियाकलापका रूपमा मात्र सीमित छैनन् । आजकल यो प्रणाली संस्थागत रूपमै सञ्चालित हुन थालिसकेको छ । तीमध्ये कतिपयका सञ्जाल अन्तराष्ट्रीय स्तरसम्मै फैलिएका छन् ।
