Building a prosperous, modern and just Nepal that is economically independent and free from poverty is the key priority of the Government of Nepal (GoN). Achieving employment-oriented, pro-poor and broad based economic growth and appropriate human resource development are the key strategies for building an
educated and inclusive society. In this context, the GoN is committed to achieving the goals of Education for All (EFA) as well as the Millennium Development Goals (MDGs) and targets by 2015, and it has demonstrated its support by allocating 3.8% of the Gross Domestic Product (GDP) and about 17% of the national budget to the education sector.
The education development in Nepal revolves around achieving the following three objectives: (i) ensuring access and equity in primary/basic education; (ii) enhancing quality and relevance of education; and (iii) improving efficiency and institutional capacity. These objectives are based on human rights approach to education,which is underpinned in the Education for All National Plan of Action (EFANPA) Nepal 2001-2015 and is also reflected in the Interim Constitution of Nepal 2007.
