The World Education Forum on Education for All (EFA), held in Dakar, Senegal in April 2000 adopted the Dakar Framework for Action (DFA), Education for All: Meeting our Collective Commitments. The Dakar Framework for Action lists six major EFA goals to be achieved by 2015. It also lists strategies for achieving the goals. The focus of the framework is on collective commitments nationally as well as internationally to ensure that no country is left behind because of the lack of technical capacity or resources. This international commitment comes both as an inspiration as well as a support for the development of basic and primary education in Nepal. And the country has adapted EFA campaign as the core strategy of educational development. It has adopted the goals of EFA as the goals of educational development in the country. The time line and the strategies outlined by the world forum have also been adapted. Accordingly, Nepal undertook the task of preparing a National Plan of Action.
