The Global Sanitation Fund (GSF) is a pooled global fund to boost expenditure on sanitation and hygiene to help large number of poor people to attain safe sanitation services and adopt good hygiene practices. The purpose of GSF is to help large numbers of poor people to attain safe and sustainable sanitation services and adopt good hygiene practices. It is estimated 2.6 billion people, about 40% of the world population, do not have access to basic sanitation. The GSF offers an effi cient and cost-effective opportunity for contributors to help the world’s poorest people address this most basic everyday need. The GSF is a programme of the Water Supply and Sanitation Collaborative Council (WSSCC) and was launched in 2008.
Nepal is one of the recipient countries of GSF and is receiving US$ 5 million for a period of 5 years to implement GSF programme. The GSF programme has appointed UN-HABITAT through an open competition process, as its Executing Agency, through which the fund will be distributed to different sanitation and hygiene programmes in Nepal. The fund will provide support to the government to achieve the Millennium Development Goals (MDGs) and National targets on sanitation.
The GSF programme in Nepal was launched in October 2010 in Kathmandu. The GSF programme adopts total sanitation approach and implements its programme as per Nepal’s Scope of Work developed by the Steering Committee for National Sanitation Action. It follows Sanitation and Hygiene Sanitation Master Plan 2011 and aims to promote hygiene and sanitation within the planning framework of the local bodies. The program aims to fulfil resource gap in the sector by promoting the collaborative efforts of stakeholders. The program has given utmost importance to localise the Master Plan, strengthen local leadership, capture and share good sectoral learning , synergize efforts and stimulate stakeholders for enhancing collaboration, ownership, sustainability and institutionalization in the sector activities GSF also promotes tools such as sanitation marketing, behavior change communication and school led total sanitation.
