South Asia is the home to quarter of the world's children. the magnitude of there helplessness, combined with their extreme poverty ,call for comprehensive and coordinated effort to ensure their survival, protection and development.since it's inspection,SAARC has taken many initiatives toward addressing the issues concerning children in the region,most notably the SAARC Integrated Programme of Action(SIPA), which has guided these effort since 1986. the Nationtal Plans of action on children reflect this concern regarding
human resource development in the region.
