Nepal ranks at 144th out of 174 countries in terms of the Human development index (UNDP,1999).It is the poorest social sector performer in the entire South Asia region, the situation of children and women in worse.Nepal has ratified both CEDAW and CRG and is fully committed to meet the goals of the two conversation.the mid decade review of the word Summit goals shows there have been some improvements but major Effects are still required in order to achieve all the changes needed to improve the situation of children and women. Over the years Nepal has gained much experience in bottom-up planning which has helped improve programme planning and implementation for improving the situation of children and women. One such effort is the UNICEF-assisted Decentralised Planning for the Child Programme (DPCP).The DPCP was launched in seven districts in 1998 to complement the programme undertaken by the PDDP/LGP DPCP was extended to four more districts in 1999. The programme is also being implemented in two districts where the PCRW programme is underway. Six additional districts began implementing the DPCP in 1999. In four districts, Udayapur, Kapilvastu, Achham and Humla, it is being implemented with the PDDP/LGP/SNV programme, and in two districts, Nawalparasi and Tanahu, with the PCRW programme DPCP places the child at the centre of planning and implementation of development programmes. This baseline survey is an effort to fulfil the data gap needed for development planning. The baseline survey was conducted under the aegis of District Development Committee (DDC), Ministry of Local Development and UNICEF. At the national level, a steering committee, chaired by the Joint-Secretary of the Ministry of Local Development, and at the district level, a District Management Committee or Coordination Committee, chaired by the DDC Chairperson, provided overall guidance for the implementation of the survey.
