As in previous years, the prolonged transition to peace meant that the UN Country Team (UNCT) in Nepal continued to face similar challenges in their development and humanitarian assistance. In 2013 Nepal’s political parties were primarily engaged in resolving the political and constitutional crisis that emerged after the dissolution of the first Constituent Assembly (CA) in May 2012. The design of Nepal’s new federal structure was the principal issue on which political parties failed to reach a consensus leading to the demise of the CA. Holding a fresh election to a second CA on 19 November seemed to be the only way to get the derailed political process back on track. Drawing upon support from the Political Liaison Office-DPA, UNDP (Electoral Support Project, Conflict Prevention Project and Support to Participatory Constitution Building in Nepal Project) and the Resident Coordinator’s Office (RCO), the Resident Coordinator (RC) successfully convened international partners around a coherent, consistent and informed agenda in support of the CA elections process. The international community unanimously backed the election process and despite fears of a violent boycott campaign by the Communist Party of Nepal -Maoist (CPN-M), the election was conducted relatively peacefully, with a turnout of over 78%. The result created a significant shift in the balance of power. The Nepali Congress (NC) and the Communist Party of Nepal - Unified Marxist Leninist (CPN-UML) emerged as the largest and the second largest parties. The result came as a shock to the less successful parties, which briefly threatened to boycott the result. The leaders of these parties also worried that NC and UML will backtrack on previous agreements on key issues such as secularism, republicanism and federalism. Following weeks of negotiation, the major parties signed a four-point agreement facilitating cross party co-operation on Constitution drafting during 2014.
