Political and other actors focused far less on progress and challenges related to longer term development issues such as strengthening the social and economic foundations of the country, expediting the delivery of services, or rehabilitating infrastructure and creating jobs. Following the resignation of the Prime Minister and a change in government in May, the planned Nepal Development Forum, which was to be organized around the draft National Development Strategy, was cancelled. This political uncertainty also resulted in the postponement of the new national development plan, leading to the decision to extend the current UNDAF rather than the immediate initiation of a new UNDAF cycle.
