In 1998 His Majesty's Government of Nepal and UNICEF initiated the Decentralized Planning for the Child Programme(DPCP) in seven districts of Nepal. The DPCP is a collaborative effort of several government agencies, the National Planning Commission ,the Ministry of Local Government and the UNDP. The programme was launched in seven of 40 districts where UNDP assisted Participatory District Development Programme(PDDP) and Local Governance Programme (LGP) were underway. Information available at the district level in inadequate and existing database do not reflect the children and women. Database established under PDDP and LGP are related mainly to rural infrastructure, demography and economic status. Thus, the need for the baseline survey focusing on drinking water and sanitation, education, health and nutrition of the children. The baseline survey done under DPCP were aimed at generating data to assists the programme planning and for monitoring the impacts of interventions on the lives on the children and the women.
