In 1998 UNICEF in collaboration with National Planning Commission, Ministry of Local Development and UNDP, initiated thDecentralised Planning for the Child Programme (DPCP) in seven of 40 districts where the UNDP-assisted Participatory District Development Programme (PDDP) and Local Governance Programme (LGP) were underway. Available district level information is inadequate and not representative of the situation of children and women. The data bases established under PDDP and LGP are also related mainly to rural infrastructure,demography and economic status. Thus the need for a baseline survey focusing on drinking water and sanitation, education, health and nutrition of children. This data is also expected to assist programme planning and for monitoring the impact of interventions on the lives of children and women at the district level.
