Although Nepal has been in a post-conflict situation since April 2006, improvised explosive devices (IEDs), landmines, and other explosive remnants of war (ERW), used by both parties during the decade-long conflict and more recently by other armed groups, continue to kill and injure. In 2007, 104 civilians, including 49 children, died or were severely injured as a result of victim-activated explosions. As of December 2008, 72 new casualties, including 46 children, have been reported. During the last year, there has been a general drop in casualties since victim numbers peaked in 2006 (169 casualties). In 2007/08, beside demining and IED stockpile destruction activities supported by UNMIN (four minefields have been cleared and the equivalent of 14,000 IEDs have been destroyed over the last six months) and the systematic clearance of dozens of IED fields by the security forces, most organizations involved in the Mine Action Joint Working Group (MAJWG) have been implementing mine risk education (MRE), victim assistance and advocacy activities, or have incorporated these activities into broader projects. However, little is known about actual contamination, level of awareness, local accessibility to information, and behavior and perceptions /beliefs of communities regarding the issue, especially in terms of quantitative data. Therefore, in 2007, UNICEF commissioned a baseline survey on communities’ knowledge, attitude and practice (KAP) to explosive devices; this survey was completed in February 2008. The survey combined quantitative and qualitative approaches, and provided indications on the impact of MRE activities completed so far.
