In April 2005,in view of the continued circulation in various countries of an avian influenza virus: H5N1 capable of infecting humans, WHO activated phase 3 (pandemic alert) of the six-phase influenza pandemic alert system. The UN System in Nepal started shortly thereafter, under the leadership of the UNCT and following UNSIC guidelines,an extensive planning process leading to effectively prepare to protect staff and dependents, continue operations and support national efforts during an influenza pandemic. The result of which is contained in this document. Simultaneously the Government of Nepal, Ministries of Health and Population and Agriculture and Cooperatives, with technical support from the specialized UN agencies, developed National Strategic and Operational Plans to prepare and respond to the Animal Health and Human Health threat of Avian Influenza and an Influenza Pandemic. The USD18.4 million four-year National Operational Plan has been fully funded through a World Bank grant, starting in March 2008.
