Ten years of conflict in Nepal has caused significant population displacement. It has always been difficult to determine clear boundaries between more recent, conflict induced displacement and more traditional migration patterns within Nepal. Due to the open border to India, it is difficult to assess the scope of conflict-induced displacement as many fleeing the effects of war have quietly gone to India. Confusion over the definition of an “IDP” as well as limited attention to these movements also contributes to absence of information and reliable figures. However, in the weeks after the 28 April ceasefire the issue of return and local integration of the displaced IDPs has emerged as an important political and practical issue in Nepal; the return of IDPs is specified in both the 12-point agreement and the Ceasefire Code of Conduct between the Seven Party Alliance (SPA) and the CPN/M; thousands of Nepalese reportedly returned home from India for the first time in many years; and social, emotional and economic consequences of the ten-year insurgency could be more openly examined.
