A 10-Year Literacy/NFE Policy and Programme Framework

Education is a key to development and an asset towards peace and social justice. It has a fundamental role to play in reducing poverty,exclusion, ignorance and conflict. Nepal is committed to Education for all, and its progress in primary education over the past decade is noteworthy, achieving 86.8% net enrolment ratio in 2005 from 67.5% in 1995. Such remarkable achievement is has, however, been overshadowed by rather low retention and completion rates. It is estimated that survival rate to grade 5 is 79% and children completing the primary education cycle are less than 55%. There are over four hundred thousand (61% girls) children who are still out-of-schools in primary education. Literacy is still low; and the adult literacy rate (15 years and above) remains as low as 48% and the total literacy rate (6 years and above) has risen to 53.7 % according to the 2005 government statistics.
