NEPAL: Incidents Affecting Operational Space (Jan - Jun 2009)
Abstract:
In the first half of 2009, there was an increase in reported BOGs violations from 11 in January to 36 in June. The number of reported incidents peaked at 43 in April. 40% were on “programme interferences” that affected service delivery of development/humanitarian agencies throughout the country. Over half of the BOGs violations were reported in either the southern plains or eastern hills of Nepal. Protest programmes of the Tharuat groups, politically affiliated student wings, local communities and others across the southern plains resulted in a significant increase in reported BOGs violations due to Bandhs and Blockades. In March and April, around 60% of the total incidents related to international agencies’ vehicles being stopped causing a significant rise in violations as indicated in the graph. However, due to limited reports received from field based partners in May, a steep decline was recorded.
