Integrating climate finance in planning & budgeting: Nepal's experience - Youtube

Abstraction: In view of its high vulnerability to climate change and weather-related disasters, how has Nepal been prioritizing response by integrating climate change finance into its national plans and budget? This video illustrates the country's journey and experience over the last eight years in targeting, mobilizing and managing climate change finance in national public economic and financial management systems.

If we do not track them with a single code, it would be difficult to find out what actually is happening. Therefore, we keep a record of finance from budget formation to expenditure which helps to design the future climate program.
1.40 min: Vijaya Prasad Singh (Ass.Country Director,UNDP Nepal) says back in 2010 UNDP started exploring where Nepal stood on climate finance. A National Adaption Program of Action was prepared and submitted to UNFCCC.
2.10 min: Climate Budget Code uses eleven criteria to define climate relevant activities which helps in the sectors in planning climate responses.
2.22 min: Tulsi Prasad Gautam ( Joint secretary,National Planning Commission) says when we are prepare the annual budget,we include the code to indicate the budget allocated for the climate change.
2.37 min: Sumant Maharjan (IT Expert,Budget and Program Division) says we are adopting two system while preparing the annual budget, one is Line Ministry Budget Information System(LMBIS), after the budget is proposed in this system we send all the data to Budget Management Information System (BMIS) and carry out the final process.
3.07 sec: Dr. Yogendra Kumar Karki (Joint secretary,Ministry of Agriculture Development) says more than 66% of people depend on agriculture and one third of our GDP comes from this sectors.
3.41 min: The climate budget code did not fully capture the situation at local level.
4.01 min: Ministry of Federal Affairs and Local Development carried out the district level study to understand the climate finance scenario at local level,
this study revealed that the local bodies.
4.25 min: The government asked local governments to have major thematic areas while planning for annual activities.
4.45 min: Nepal Climate Change Financing Framework has recognized and promotes more transparency and accountability in how climate finance is managed.
4.57 min: Civil Society Organization were involved in research and public expenditure tacking to support government decision-making.
5.53 min: The Ministry Of Agriculture Development engaged Civil Society Organizations to carry out the collaborative research on the effectiveness of Climate Change relevant agriculture programs, and efficiency of expenditure in two districts.
6.20 min: The thematic committees of the Parliament were engaged for developing a handbook to help Parliament member in budget scrutiny and oversight on climate finance.
7.20 min: Nepal has prepared a Climate Change Financing Framework.
