Adaptation for Smallholders in Hilly Areas (ASHA) Supervision report

The Adaptation for Smallholders in Hilly Areas (ASHA) project entered into force on 26
February 2015, and is scheduled to be completed in 6 years (February 2021) and closed on 30 September 2021. The development objective of ASHA is the following: "vulnerability of local communities to climate related risks reduced and enabling institutional environment for climate 2 change adaptation strengthened" . This will be achieved through (i) strengthening the framework for local-level climate adaptation by (a) building adaptive capacity of participating communities and institutions; (b) adopting more holistic planning approaches including the use of spatial and temporal considerations and Geographic Information System (GIS) for Local Action Plan for Adaptation (LAPA)
development; and (c) the improvement of knowledge management and monitoring systems including, through robust adaptive and participatory action research; and (ii) improving the resilience of vulnerable people through channeling project and government financing for implementing LAPA priorities at household and community/landscape levels to expand and diversify agricultural and other livelihood options.
The target Districts of ASHA are 6 mid-western districts - Dailekh, Jajarkot, Kalikot, Rolpa, Rukum and Salyan. At mid-term review a decision will be made to either deepen activities within the 6 Districts or to expand to new adjacent Districts. Within the selected districts up to 200 Village Development Committees (VDC) will be selected based on vulnerability and other targeting criteria. Within the vulnerable VDCs, ASHA will target households that are in vulnerability groups V2 - 4 (NAPA vulnerability classification). In order to ensure Gender Equality and Social Inclusion (GESI) dimensions, representation of Dalit, ethnic groups, minorities and at least 50% of women will be included in the various committees at the village level, and efforts will be taken to ensure that their priorities are reflected in LAPAs for financing.
