Situation of Internally Displaced Persons in Nepal and Recommended Responses

In 1996 the Maoist party began to wage their “People War”, resulting in an accelerated outflux of people from their place of origin and resulting in rapid urban population growth that Nepal has yet to properly quantify. The population size of these
Internally Displaced Persons (IDPs) has been estimated from a range of 8,000 (registered in government books) to two million. Few studies have attempted to present a realistic number of the IDP population, including the Nepal IDPs Research Incentive which was jointly prepared by GTZ, SNC, UNDP/RUPP in cooperation with NHRC, and the Global IDP Project. According to this study, in 2003 the population of IDPs in Nepal fell between 150,000 to 200,000 individuals. However, the majority of this
study was conducted during the cease-fire. Another study conducted by the Community Study and Welfare Center in 2004 estimated the total number of IDPs to range from 350,000 and 400,0001.
