काठमाडौं, ९ भाद्र २०७२– गते सोमबार कैलाली जिल्लामा गोली प्रहारबाट एक जना बालकको मृत्यु भएको घटनाबाट युनिसेफ स्तब्ध भएको छ ।
कुनै पनि अवस्थामा बालबालिकाको मृत्यु क्षमा योग्य छैन र हामी यो घटनाबाट अत्यन्तै मर्माहत र दुखी भएका छौं,” युनिसेफ प्रतिनिधी श्री टोमो होजुमी भन्नुहुन्छ । “टेकबहादुर मात्र दुई वर्षका थिए । उनी भर्खर हिड्न थालेका थिए । उनका निर्दोष बाल्यकाल टिकापुरमा सोमबार भएको घटनाबाट गुमेको छ । यो अत्यन्तै दुखद घटना हो ।”
“नेपालले सशस्त्र द्वन्द्वको समयदेखि नै बालबालिकालाई ।।।शान्ति क्षेत्र’ को रुपमा प्रवद्र्धन गरिरहेको छ । तर समय समयमा हुन
गरेका एकपछि अर्को घटनामा बालबालिका प्रभावित हुने गरेका छन् । सन् २००५ मा कैलाली जिल्लामै भएको एक दुखद घटनामा अर्का एक वर्षीय बालक परिवारसहित मारिएका थिए । देश सशस्त्र द्वन्द्वको पीडामा भएको बेलामा सो घटना भएका थियो ।”
“नेपाल द्वन्द्वबाट शान्तिमा रुपान्तरण भएको लगभग एक दशक भइसक्यो । सोमबारको घटनामा बालबालिकाको बाँच्न र संरक्षण पाउने आधारभूत अधिकारको गम्भीर उल्लंघन हो ।”
“जुनसुकै अवस्थामा पनि बालबालिकाको संरक्षण गर्न हामी सम्वन्धित सबै पक्षसँग आग्रह गर्दछौं । देशका सबै राजनीतिक दल, सम्वन्धित पक्ष र संस्थाहरुले सामाजिक, राजनीतिक र सांस्कृतिक जस्ता कुनै पनि पृष्ठभूमि नहेरी बालबालिकाको घर, उनीहरु पढ्ने, खेल्ने र रम्ने स्थान शान्ति क्षेत्र हुनुपर्ने र हिंसाबाट मुक्त हुने कुरामा सहमत भएका छन् ।”
“कैलालीमा भएको बालकको डरलाग्दो मृत्युलाई शब्दले वर्णन गर्न सकिदैन । यो घटनाले बालबालिका हिंसामा पर्न सक्न जोखिमलाई अझ बढाएको छ । हिंसामुक्त वातावरणमा हुर्कन र पढ्न पाउने उनीहरुको अधिकारलाई पुनः एक पटक सबैजनाले सम्मान गर्नुपर्दछ”, श्री होजुमी भन्नुहुन्छ ।
