विस्तृत शान्ति सम्झौता र अन्तरिम संविधानले परिकल्पना गरिएअनुरुपको शान्ति, परिवर्तन र राजनैतिक तथा आर्थिक स्थिरताको लागि नेपाल गहन सामाजिक तथा राजनैतिक रूपान्तरणको प्रक्रियाबाट गुज्रिरहेको छ । साथै नेपालका वर्तमान शान्ति प्रक्रिया लोकतन्त्रका मुलभूत सिद्धान्त, कानुनी शासन, न्यायमा पहुँच, समानता, समावेशीकरण, मानव अधिकार र सहभागितासम्बन्धी विविध पक्षहरुसँग
जोडिएको छ । यी सबै पक्षहरुलाई सुदृढ तुल्याउनुपर्ने आवश्यकताका पृष्ठभूमिमा कानुनी शासन तथा मानव अधिकार संरक्षण प्रणाली सबलीकरण कार्यक्रम (परियोजना) लागू भएको छ । यसका उद्देश्यहरुमा न्यायमा पहुँच वृद्धि गर्नका लागि कानुनी, नीतिगत एवं संस्थागत संरचनाहरूमा प्रणालीगत सुधार गर्ने र न्यायमा पहुँच एवम् मानव अधिकार संरक्षण प्रणालीलाई सुदृढ तुल्याई कानुनी शासनको स्थापना गन रहेका छन्।
